Frequently asked questions
How do I get an NDA?
The Numéro de Déclaration d’Activité (NDA) is issued by the DREETS after submission of an initial contract or agreement, accompanied by a program, a trainer’s CV and administrative documents (Kbis, identity, list of trainers).
Code du travail L.6351-1 et seq.
Why is Qualiopi mandatory?
Qualiopi is required for access to public or mutualized funding (CPF, OPCO, State). The initial audit is carried out by an accredited certifying body, and generally lasts 1 to 2 days depending on the CA and the categories of actions targeted (training, VAE, assessment, apprenticeship).
Ref : Order of June 6, 2019 – National Quality Standards.
What is a multi-site audit?
A multi-site audit applies when there are several sites with a permanent presence of personnel. A single quality system is audited, with sampling according to the applicable standards.
Ref : RNQ Guide & COFRAC provisions.
What changes need to be reported to DREETS?
Any change in SIRET, address, business name or legal representative must be reported within 30 days. Quality/financial controls may be carried out.
Code du travail L.6351-6.
RNCP or RS: what are the differences?
The RNCP lists professional titles/diplomas, structured in blocks (a profession). The RS lists complementary certifications (a targeted skill). CPF eligibility depends on registration with the RNCP or RS.
Ref: French Labor Code L.6113-5 to L.6113-11.
Foreign organization & agent: how to proceed?
A foreign organization can register an RS certification via a French agent (NDA holder) responsible for filing, governance, quality monitoring and assessments.
Ref : Vademecum RS – France Compétences.
Registration deadlines & recent requirements
Indicative timescales: RNCP ~4-6 months; RS ~3-5 months. Requirements are becoming more stringent (employability, market anchoring, accessibility, ecological/digital transition), with accelerated rejection if evidence is insufficient.
Ref: Texts relating to professional certification (2024-2025 update).
Setting up a CFA: what’s involved?
Declaration of activity, Qualiopi apprenticeship, UAI (Rectorat), OPCO/Region agreement(s), advanced training council, cost accounting, transparency of results (achievement, integration, further studies), free for the apprentice.
Code du travail L.6316-1; Arrêté du 6 juin 2019.
What is IUA?
The Apprentice’s Unique Identifier is used to track apprentices and trigger funding flows for the alternance scheme via the OPCO/DGEFP systems.
Ref : OPCO & DGEFP systems.
ERP: what are your obligations?
Compliance with fire safety/accessibility standards. Declaration of course opening for higher education free with public reception. Prefectoral inspections possible.
Ref: Building Code R.123-2 to R.123-21.
What are OF’s obligations?
- Publish the GMP annually;
- Complying with the RGPD;
- Subcontracting must be governed by a written contract ;
- Separate accounting ;
- Notify DREETS of any changes;
- Maintain Qualiopi compliance.
Ref: French Labor Code L.6351-1 to L.6353-10; R.6352-1 to R.6352-24.
Loss of CB accreditation: what to do?
The Qualiopi certificate remains valid. The OF chooses a new referenced CB; an audit can be rescheduled according to the new CB’s assessment.
Ref: L.6316-3 of the French Labor Code.
