Qualiopi certification: What is it and who is involved?

Qualiopi certification will be mandatory for certain organizations by 2022. But which organizations are concerned, and what is the purpose of certification?

What is Qualiopi?

Qualiopi is a certification that attests to the quality of the training provided by OPACs.[1] in the following action categories:

  • Training initiatives,
  • Skills assessments,
  • Validation of prior learning,
  • Apprenticeship training programs.

Mandatory from January1, 2022 for certain organizations, it is issued by an accredited organization or labeling body, on the basis of criteria defined by decree and a national certification framework.

A guide is also available for auditors and service providers. It specifies the requirements to be met and is regularly updated. It is therefore part of OPAC’s monitoring program.

This obligation will apply to all players wishing to benefit from public or mutualized funds (OPCO, Caisse des dépôts, Région, Pôle emploi, etc.). If this is your case, you will need to obtain and maintain certification.

In the case of private-sector funds, it remains to be seen whether this certification will not also be a prerequisite for group purchases, notably via calls for tender. In addition, a decree provides for the publication of the list of certified organizations as of January1, 2022.

What does the national quality certification standard contain?

The national standards sets out 32 indicators for assessing quality criteria, including 10 specific indicators for training, assessment, VAE and apprenticeship initiatives (read the reading guide reading guide).

These indicators are grouped into criteria common to all vocational training players, which can be summarized as follows.

Note that criterion 7 is applicable throughout your cycle. As the reference guide is regularly updated, it must be integrated into your monitoring system (criterion 6).

Who’s concerned?

These include all organizations and establishments that carry out skills development initiatives financed by public or mutual funds (State, Region, Pôle emploi, Agefiph, CDC, OPCOs and Transitions Pro): training, VAE, skills assessments, apprenticeship schemes, and initiatives covered by OPCOs through contractual or voluntary contributions paid by employers.

These organizations and establishments must have an activity declaration number or be in the process of registering (New Entrant). For organizations with several sites, certification applies to all sites.


What about subcontractors and freelancers?

The National Quality Standards are not mandatory for subcontractors. However, the service provider is advised to check that the subcontractor complies with the applicable criteria and indicators. It is the organization’s responsibility to guarantee the quality of its service and its compliance with the National Quality Standards.

Qualiopi certification is compulsory for independent trainers. As with training organizations, if the independent trainer or consultant is involved in skills development and receives public or mutualized funds for CPF, apprenticeship or training courses for companies with fewer than 50 employees, he or she must be in compliance.

However, certification is not compulsory for trainers employed by a training provider.

Employers who provide in-house training, or who do not rely on public or paritarian funding, are not required to comply with the Quality and Certification criteria. However, the DGEFP advises them to take full advantage of them.

Public higher education establishments accredited by the Minister for Higher Education, as well as certain private higher education establishments, are deemed to have satisfied the obligation of quality certification.


What for?

The aim of Qualiopi certification is to attest that a training organization complies with the quality requirements of the reference framework. In addition to enabling access to public and mutualized funds, it is a reassuring indicator of quality for certain customers (outside mutualized/public markets).

It’s also important to note that the law of September 5, 2018 invites the mutualization of financer controls. Thus, financing bodies will have to:

  • carry out checks to ensure the quality of the training provided. Their controls could be pooled (via Datadock?).
  • make any useful and substantiated report on the quality of the actions to the minister responsible for vocational training, who may inform the organization or body that issued the certification.
  • ensure that the services purchased are financially commensurate with training needs, the pedagogical engineering deployed by the service provider, the innovation of the resources deployed and the rates charged under comparable operating conditions for similar services.

Beyond that, they will continue to set their own priorities and criteria for funding, as well as contractual clauses, particularly with regard to service provision: certification is therefore not a guarantee of funding.

Finally, and unlike Datadock, Qualiopi is based on a logic of proof: you have to prove to the auditor that you meet the requirements, by showing various documents, records or procedures and their applications. Examples of proof for each indicator are given in the standard. Please note, however, that these are only examples, and that you can meet the requirements in a variety of ways.


Frequently asked questions

I’m an independent trainer and I’m a subcontractor for a training organization that uses public and mutualized funds. Do I need Qualiopi certification?

No, if you don’t directly invoice a public or mutualized funder such as an OPCO, the CPF or Pôle Emploi, for example, you are under no obligation to obtain certification. Only the training organization for which you subcontract must obtain Qualiopi. You will, however, have to comply with the procedures put in place by the organization and participate in ensuring compliance with quality requirements.

I’m not currently invoicing public or mutualized funds, but may do so in the future. Is it in my interest to take the certification course now?

It all depends on your situation. The cost of certification is not insignificant, and it may be a shame to take it only to end up not using public or mutualized funds. If you’re sure you’ll be using them as early as 2022, on the other hand, it’s better to obtain Qualiopi.

Finally, you may choose to obtain certification solely for the quality mark it represents, and to potentially attract customers more easily. In this case, it’s up to you to carefully analyze the costs and benefits of certification to decide whether it’s worth your while.
