Since the 1er January 2022, the decree making Qualiopi certification mandatory to benefit from public or mutualized funds came into force. In theory, all training organizations, CFA and skills assessment or VAE centers that have not yet obtained certification should no longer have access to it. However, the decree of December 28, 2021 provides clarifications. Certain training organizations will be able to continue to have access to it, under certain conditions.
We therefore suggest that you take stock, according to the possible scenarios.

Reminder: What is Qualiopi?
Following the 2018 Future Law, the state created a quality certification, called Qualiopi. This certification attests to the quality of the process implemented by the organization that holds it.
This certification has been mandatory since 1er January 2022 for any organization wishing to access public and mutual funds, such as funding from OPCOs, Pôle Emploi, etc.
It is issued by certification bodies or labeling bodies accredited or authorized by Cofrac. The list is available here.
Obtaining certification is based on seven criteria, which judge the quality of the services provided and the processes implemented by training organizations. To obtain it, you must not have any major non-conformities. The criteria, as well as the indicators that compose them, are available in the national quality reference guide.
You must therefore read the standard, comply with the criteria, then sign a contract with a certification body in order to obtain an initial audit date. At the end of the audit, you obtain your certification, or your auditor indicates the points to be reworked within three months in order to obtain it.
If the deadline for obtaining Qualiopi was set at 1er January 2022, there are still many training organizations that have not yet obtained certification.
You obtained Qualiopi in 201
If you have already obtained Qualiopi certification, you will continue to benefit from public and mutualized funds, without any additional steps to take. You can therefore continue to request support from the various funders. However, we invite you to check that you are listed on the list of Qualiopi certified. Indeed and in accordance with the article R.6316-5 of the labor code, certification bodies and labeling authorities send a list to the Ministry of Labor, which is responsible for publishing it daily. This allows funders to verify the validity of a Qualiopi certificate, like Data dock.
Be careful, however, about CPF eligibility: If Qualiopi certification is necessary to maintain your eligibility, you must also pay attention to the following point:
- If you have entered into a partnership with a certification body, you must ensure that its certification is still active in the RS or RNCP. Indeed, many certifications expired at the end of 2021, and a certain number of them have not been renewed.
You also need to pay attention to maintaining your certification. You need to stay in a dynamic of continuous improvement, and prepare for your surveillance audits.
You have not yet obtained Qualiopi
If you have not yet obtained certification, do not panic! You may still be able to benefit from public and mutual funds, depending on your situation. However, you must seriously prepare for the initial audit in order to obtain certification as soon as possible.
You have support agreements signed in 2021
If you are not certified, but funders have agreed to support training courses for which the service contract was signed in 2021, then these courses will continue to be supported. What matters is the date the agreement was signed, not the date the training was carried out. All support agreements signed in 2021 will therefore be honored by funders. However, all training courses starting in 2022 will not be supported, unless you meet the conditions to benefit from the transitional period.
You have signed a contract with a certification body or a labeling authority
If you signed a contract before 31/12/2021 in order to pass the initial audit, you can continue to benefit from public and mutualized funds even if you have not yet obtained certification. The government has in fact set up a transitional period to facilitate access to funds for organizations that are in the process of acquiring certification. You will simply need to provide the financer with a copy of the contract relating to Qualiopi certification.
You have three months to obtain Qualiopi. From March 31, 2022, if you are still not certified, you will no longer be able to benefit from it. A new decree could extend the transitional period until June 30, 2022, but this is not certain, and it is therefore better to do everything to be certified before the end of March.
If you are struggling to comply with the standard and are concerned that you may not be certified on time, you can get accompanied by an expert in order to save time.
You have not signed a contract and you do not have a signed support agreement in 2021
In this case, you unfortunately no longer have access to public and mutual funds. This means that your clients must finance their training themselves. They can no longer obtain funding from their OPCO, Pôle Emploi or CPF.
However, you can still obtain certification if you wish! You must prepare for the initial audit, sign a contract with a certification body or a labeling authority and obtain an audit date. In order to obtain certification quickly and therefore regain your access to public and mutual funds, we advise you to be accompanied by an expert.
You are a new apprentice training center (CFA)
If your organisation is a newly created apprentice training centre, you have specific measures available.
Indeed, if you provide an apprenticeship training action for the first time in 2022, you can benefit from funding for six months, without being Qualiopi certified. This six-month period begins as soon as the first apprenticeship training agreement or apprenticeship contract is signed.
However, you will need to send the financer a copy of a Qualiopi certification contract within two months. This means that you must commit to a certification body or a labeling authority within two months of signing the training agreement, but you then have an additional four months to obtain certification.
If you do not submit this document, you will no longer be able to obtain support for your new apprenticeship training actions.
Finally, if after six months you have not yet obtained Qualiopi, you will not be able to conclude new agreements with a financer. On the other hand, the agreements already signed will continue to be supported.
