It applies to training organisations and international educational institutions considering institutional exposure in France.
Each question addresses a critical axis of institutional coherence:
governance, structural alignment, regulatory responsibility, strategic sequencing, partnerships, and commitment.
This is not an evaluation for optimisation.
It is a reading to determine whether entry should occur, be postponed, or not be pursued at this stage.
