We’d like to take a look at some of the organizations that can help you create an effective and relevant watch. You can do it yourself, using the websites of the various training providers, but there are also organizations and platforms that can help you do it.

France Compétences

Who is it?

Since 2018, France Compétences has been the national authority for financing and regulating vocational training. It is a complex body, acting at different levels. In particular, it decides on the distribution of the budget allocated to vocational training.

Why visit the website?

By visiting the France Compétences website, you can find out more about the players in the sector and the laws in force. You can also consult the apprenticeship referential, which is relevant not only for apprentice training centers, but also for any organization wishing to take on an apprentice. You’ll also find a portal to Mon Compte Formation, the site dedicated to the CPF.


Finally, France Compétences lists all existing certifications. You can therefore search for a certification, which can be very useful, particularly with a view to establishing a partnership. Indeed, one way of making a training course eligible for the CPF is to set up a partnership with a certifying body. By finding the certification that best matches your training action on France Compétences, you can then contact the certifying body to propose a partnership. Alternatively, if you would like to register a certification you have created, you can also visit the France Compétences website.


Ministry of Labor

Who is it?

The French Ministry of Labor manages the legal aspects of vocational training. It communicates on all these matters, and is therefore an indispensable ally for your legal and regulatory watch.

Why visit the website?

On the site, you’ll find the articles of law relating to professional training, which can help you understand them in depth. You’ll also find information on industry news, such as the impact of Covid-19 on professional training, or Qualiopi certification, which will be mandatory from January1, 2022 to benefit from public and mutualized funds.

You can also find out about the BPF (Bilan Pédagogique et Financier), which you need to fill in every year, and find addresses and contacts for regional control services.

Another interesting feature of this site is the comprehensive information on distance learning, which provides information on the distance learning content and tools made available by the government.

Finally, you can also read the Ministry’s questions and answers on a wide variety of subjects, such as the CPF, professional transition, apprenticeship, etc.


OPCOs

Who is it?

Opérateurs de Compétences are state-approved bodies whose aim is to help companies with fewer than 50 employees to promote professional development. They can therefore finance vocational training courses. There are eleven OPCOs, each linked to a specific professional branch:

  • Afdas : culture, creative industries, media, communication, telecommunications, sport, tourism, leisure and entertainment sectors
  • Atlas : insurance, financial services and consulting sector
  • Ocapiat : food sector, farms, local players
  • Uniformation : social, human services, integration, education and training sectors
  • Constructys : building, public works, building materials and wood trade sector
  • Opcommerce : trade sector
  • Akto : labor-intensive service sector
  • Opco2i : chemical, pharmaceutical, paper, cardboard and metal industries
  • Opco Mobilités : road transport, shipping and automotive services sector
  • Opco EP : local business sector
  • Opco Santé : health and medico-social sector

To receive funding from an OPCO, you need to apply and submit all the necessary documents. From January1, 2022, the training organization must also be Qualiopi certified.

Why visit the website?

As a training organization, you may need to work with several different OPCOs, since your customers will not necessarily depend on a single OPCO. If your training activities are financed by one or more OPCOs, you will need to visit their sites regularly to submit all the documents required for payment, and to manage the follow-up of your files. So it’s worth taking the time to look at and understand the sites in advance, to avoid wasting time and making mistakes when invoicing.

What’s more, companies sometimes don’t know which OPCO they belong to, or even that they are eligible for funding. Being informed on this subject can help you communicate with your potential customers, and can be an asset for you.

Of course, if your training organization has fewer than 50 employees, you will also be covered by an OPCO, which may enable you to finance training courses for your employees, and thus develop or improve your center.


Agefiph

Who is it?

Agefiph is responsible for supporting the development of employment for disabled people.

Why visit the website?

The Agefiph website provides a comprehensive overview of all aspects of taking on disabled people. A visit to this site can help you prepare for the arrival of a disabled person, particularly in terms of conditions of access, financial aid and obligations linked to the arrival of disabled trainees.

In addition, taking account of people with disabilities is an essential element in obtaining Qualiopi certification. The Agefiph website can therefore also help you prepare for the initial certification audit, and continue to meet all the criteria once certification has been obtained.

Pôle Emploi

Who is it?

Pôle Emploi is the organization dedicated to jobseekers. It can also finance training for these jobseekers, but this financing will be subject to Qualiopi certification as of 2022.

The Pôle Emploi website provides an overview of training for jobseekers.

In particular, you can keep track of changes in terms and conditions, understand the tools specific to Pôle Emploi (such as the KAIROS site, which tracks training and attendance), and follow the training contracts launched by Pôle Emploi.

Finally, if you’re taking on a job-seeker trainee, you’ll be able to find all the information you need on financing arrangements.


Specialized watch organizations

Center Inffo

Who is it?

It is an association under the supervision of the French Ministry for Vocational Training. Center Inffo offers professionals a wide range of expertise and information.

Center Inffo’s comprehensive website offers everything you need to know about reforms, the legal aspects of the sector, information by region, as well as specialized products and services (practical information sheets, books, legal assistance and a number of training courses to help you develop your business).

The factsheets and files help you to understand training law in its entirety (the players and systems involved), as well as the impact of the regions and the European Union. There are also sample documents, a guide to filling in the GMP and plenty of visuals to help you understand and use the information.

Center Inffo also keeps a close eye on innovations in the sector, making it an invaluable asset when it comes to keeping a comprehensive watch.

At what price?

Much of the site is available free of charge, including certain newsletters.

On the other hand, practical information sheets and articles are subject to subscription or purchase.

Subscription to the practical information sheets is for one calendar year, and costs €320 excluding VAT in digital format, and €370 excluding VAT in digital and paper format.

You can also subscribe to a variety of magazines and journals to keep abreast of developments, receive toolkits and more. It’s also possible to buy just one specific magazine that interests you, rather than subscribing for a year.


Training Watch

Who is it?

It’s a platform run by training experts, who regularly update their watch. They offer a personalized service so that you can access the sources you need for your watch. Their aim is to group information together so that you can read it easily. You can also annotate and share sources, and add your own content from your personal watch. Veille Formation also offers a tool for tracking the actions you take as a result of your watch.

The platform is based on Qualiopi criteria, to bring together resources on all aspects of monitoring: legal and regulatory; changes in skills, professions and employment; pedagogical innovations; and finally, to maintain the skills of the disability referent.

At what price?

You can access free of charge the articles published each month, covering news related to monitoring and Qualiopi.

Access to the platform is available for 1 user at €39/month, and for 5 users at €55/month. These formulas give you access to all watches. Only the 5-user “Expert” package allows you to add your own content and generate a newsletter.

Last but not least, there’s also a “made-to-measure” package, to be built according to your needs, with the option of integrating the platform into your intranet. It’s a very complete package, which can save you time and enable you to carry out effective monitoring. Athème Formation

Who is it?

This platform offers a weekly training watch. It focuses on training reform and market news, as well as pedagogical innovations and calls for projects. It is therefore mainly a market and regulatory watch.

It also features articles on training market intelligence and the training market.

Last but not least, a “job watch” tab provides key information on various sectors, and directs you to the appropriate sites to learn more.

FFFOD

Who is it?

The FFOD is a professional association for digital training and pedagogical innovation. It is made up of players in the vocational training sector, and its aim is to inform, encourage and promote all aspects of digital and distance learning.

The site features news articles, web conferences, publications and guides on topics related to distance learning and e-learning, as well as member services such as working groups, industry watch, exclusive content, meetings and webinars, and legal support.

At what price?

You can consult selected articles, publications, guides and webinars free of charge, and you can also subscribe to our monthly newsletter.

If you want to go further and become a member, the fee depends on the size of your organization.

For 2022, contributions are €55 for students and pensioners, rising from €250 (organizations with up to 10 employees, trade unions and the self-employed) depending on the number of employees. For organizations with more than 250 employees, the minimum contribution is €2,000.

Membership of the FFOD can therefore be extremely useful for certain training organizations with a particular interest in digital training and e-learning.


Formalerte

Who is it?

Formalerte is a monitoring service provided by Digiforma , whose aim is to reference information sources and send you the latest news articles on a regular basis. The articles can relate to different types of monitoring, whether regulatory, educational or technological. You can choose the categories you’re interested in to find them more easily. You can also receive calls for tender from OPCOs, and personalize articles with notes that you can share with your colleagues.
