It’s already been several years (since the law of September 5, 2018, which came into force on January 1, 2022) since Qualiopi certification became mandatory for training organizations wishing to benefit from public and mutualized funds, so it’s natural to ask: Where does Qualiopi stand today?
The first results of the DARES survey on certification were published on November 8, and we’d like to take a look at them!
Where does the survey leave Qualiopi?
The survey reveals several interesting facts:
By summer 2023, 53% of training providers (including independents) said they had obtained or were in the process of preparing Qualiopi.
At the same time, 42% say they are not or no longer, and 5% say they are unaware of Qualiopi’s existence.
Reasons for not taking the certification include :
they don’t need it, because they are subcontractors (48%) or don’t use public funds (22%)
it’s too cumbersome and costly, and not worth the effort
Most non-certified training organizations do not anticipate any consequences, but some are considering a loss of sales, switching to subcontracting, or even giving up the training business altogether.
The reasons for obtaining certification, on the other hand, include
recognition of training quality
access to public funds
access to the CPF and VAE (subject to the delivery of training leading to certification)
Half of certified OFs called on the services of a consultant, and 84% felt that they had nevertheless done most of the work themselves, as the consultant had helped them to better understand the requirements and prerequisites.
For the majority of OFs, certification has enabled them to develop their practices.
How do you analyze this data?
In reading all these statistics and information, several points seem important and interesting to analyze.
First of all, the majority of OFs that have not passed certification have not done so, as they are subcontractors of Qualiopi organizations. The decree of December 30, 2023 provides important clarifications. Subcontractors working on CPF-eligible services will have to be Qualiopi-certified by April 1, 2024, except those operating under a micro-social scheme and generating sales of less than €77,700. So it’s a safe bet that a number of training organizations that haven’t yet passed Qualiopi will start to do so, or at least give it some serious thought.
The cost (material and financial) of certification is also a black mark for OFs. In our opinion, it is essential to ask the question: is Qualiopi worthwhile for my center? We don’t advise you to embark on Qualiopi if the impact will be minimal and your training center is already rolling in dough! You need to weigh up the pros and cons and make an informed choice. 5% of OFs didn’t know Qualiopi by summer 2023! With all the noise, you’d think that everyone knew about Qualiopi, but the proof is that they don’t. This statistic, albeit small, reminds us that the world of training is vast, that professionals are diverse and varied, and that not everyone is aware of their possibilities or even obligations (how many times have we told a customer, in the course of a conversation, that the consumer ombudsman was compulsory and that they absolutely had to take one!) Let’s not forget, then, that information sometimes has trouble circulating. That’s why we’ve created this blog and our newsletter, to keep as many people as possible informed.
As the statistics show, it’s not the consultant’s job to do the work for you. Qualiopi certification should enable you to update your practices, to evolve and to propose sustainable solutions. A consultant who doesn’t know your center as well as you do won’t be able to do that. His role is to explain, to read your first tests and to advise you on how to better respect the prerequisites, how to modify a process that is too complex for your center’s capacity, and so on. His aim is to get you to question your means, practices and methods, so that you can get the best out of them in compliance with Qualiopi requirements!
