From that moment on, the system no longer assesses a school. It assesses a policy. None was required at the time of the first campus. None is publicly named. All become <strong>enforceable<\/strong> against the institution once the structure is read as a group.<\/p>\n      <p class=\"consequence-body\">First, <strong>academic governance<\/strong> must cease to be local. The Rectorate, under Articles R.731-1 et seq. of the French Education Code, expects a single, formally designated figure capable of committing the entire group. Second, <strong>declarative coherence<\/strong> is now examined at group level: an RNCP programme displayed in Lyon must be readable identically in Bordeaux or Strasbourg. This cross-reading is conducted by France Comp\u00e9tences under the continuous control regime set out in Article L.6113-6 of the French Labour Code. Third, <strong>documentary defensibility<\/strong> must be reconstitutable across the entire perimeter within the day, no longer campus by campus. This requirement stems from the rectoral practice of unannounced inspection and the continuous control regime that accompanies it. Fourth, <strong>institutional absorption capacity<\/strong> must be proportionate to the cumulative exposure surface. It is read implicitly during the EESPIG review by ministerial commissions and in the accompanying HCERES evaluations.<\/p>\n      <p class=\"consequence-body\">These four requirements are not written in a single text. They emerge from the intersection of the French Education Code, the administrative doctrines of the Rectorates, and the control practices of France Comp\u00e9tences. <em>The system applies them. Assumed stability.<\/h3>\n    <div class=\"body-text\">\n      <p>The observed structure is a French private education group. The programmes offered fall under post-baccalaureate higher education and continuing vocational training. The brand is recognised in its sector. Enrolment exceeds several thousand learners.<\/p>\n      <p>Over a few years, the group successively opened five campuses across several academies. Each opening was announced publicly. Management presents this growth as proof of the model&#8217;s solidity. Financiers read it as a positive signal. Successive boards of directors approved it.<\/p>\n      <p>The structure is technically declared. It holds professional certifications registered with the RNCP. It is Qualiopi-certified. It has engaged an EESPIG process. It communicates about this process as if it were secured. It is not. It is under review.<\/p>\n      <p>The reading was conducted at the request of governance, with a view to preparing for a capital movement planned in the medium term. The question posed was as follows: <em>can the structure be read, governed and assumed within its current perimeter, or must it be restructured before exposure?<\/em><\/p>\n    <\/div>\n  <\/div>\n\n  <!-- BLOCK 5 . THE TENSION (PATCH 3 . varied anchoring formulations) -->\n  <div class=\"block fd f7\">\n    <span class=\"block-num\">V \u00b7 The tension<\/span>\n    <h3>Four signals made visible the gap between the commercial trajectory and the institutional structuring.<\/h3>\n    <div class=\"body-text\">\n      <p>None of these signals is, in itself, sufficient to justify an alert. None is identifiable in a classic financial reading. What distinguishes them is their accumulation. Together, they trace a trajectory that no longer holds its perimeter.<\/p>\n      <div class=\"signal-list\">\n        <div class=\"signal-item\">\n          <span class=\"signal-num\">SIGNAL 01<\/span>\n          <strong>Absence of a clearly assignable academic figure at group level.<\/strong> Each campus has an operational lead. None is, within the meaning of Articles R.731-1 et seq. of the French Education Code, designated as head of establishment with the corresponding qualifications. Academic responsibility is distributed without a clear head.\n          <span class=\"signal-anchor\">In a rectoral reading, this absence of an assignable figure leaves the entire arrangement institutionally floating.<\/span>\n        <\/div>\n        <div class=\"signal-item\">\n          <span class=\"signal-num\">SIGNAL 02<\/span>\n          <strong>Public communication anticipating EESPIG recognition.<\/strong> Communication materials, investor presentations and the institutional website mention EESPIG as an acquired structural element. In reality, the review is ongoing, and the eligibility conditions are not fully met at the time of the reading.\n          <span class=\"signal-anchor\">During a DGESIP review, such a gap between public claim and actual status constitutes grounds for a formal observation.<\/span>\n        <\/div>\n        <div class=\"signal-item\">\n          <span class=\"signal-num\">SIGNAL 03<\/span>\n          <strong>Proliferation of RNCP certifications without demonstrable pedagogical coherence.<\/strong> The portfolio includes several titles filed at different times, by different entities within the group, with titles that are not clearly distinguished from one another. Traceability of sessions, juries and graduating cohorts is only partially documented.\n          <span class=\"signal-anchor\">In France Comp\u00e9tences practice, this type of configuration is the first fragility signal examined during continuous control.<\/span>\n        <\/div>\n        <div class=\"signal-item\">\n          <span class=\"signal-num\">SIGNAL 04<\/span>\n          <strong>Time lag between public commitment and internal structuring.<\/strong> The fifth campus was announced publicly before the declaration to the Rectorate of the relevant academy had been received. The lag is a few weeks. It is sufficient to expose the structure to an unfavourable reading if an unannounced inspection occurs during that period.\n          <span class=\"signal-anchor\">In light of the rectoral calendar, such a lag transforms a simple administrative delay into a governance signal.<\/span>\n        <\/div>\n      <\/div>\n      <p>Taken together, these four signals indicate that commercial growth preceded institutional structuring by around twelve to eighteen months. The structure has the elements. It does not have the architecture that makes them assignable, defensible and coherent with one another.<\/p>\n    <\/div>\n  <\/div>\n\n  <!-- BLOCK 6 . They emerged, over the course of the readings conducted, as the invariants that explain the gap between a compliant structure and a durably defensible one.<\/p>\n      <\/div>\n\n      <p>The system does not assess a school the way a buyer assesses a target. It does not measure performance. It arbitrates coherence over time. Four dimensions were applied to the reading of this structure.<\/p>\n      <div class=\"reading-grid\">\n        <div class=\"reading-item\">\n          <p class=\"reading-num\">Dimension 1<\/p>\n          <p class=\"reading-title\">Assignability of academic governance<\/p>\n          <p class=\"reading-body\">Within the structure, the system looks for a clearly identifiable academic figure, formally designated, with the required qualifications. This figure must be assignable to a single French entity. In the observed structure, assignability is diluted: no single director meets, at group level, the conditions for designation. Governance exists. It is not assignable.<\/p>\n        <\/div>\n        <div class=\"reading-item\">\n          <p class=\"reading-num\">Dimension 2<\/p>\n          <p class=\"reading-title\">Coherence between what is declared and what is demonstrable<\/p>\n          <p class=\"reading-body\">The system confronts what the structure declares with what it can produce. The programmes announced, diplomas awarded and certifications displayed must correspond to the documents the structure can produce on request. In the observed structure, communication anticipates recognition. The gap between what is declared and what is demonstrable is documented. It is readable.<\/p>\n        <\/div>\n        <div class=\"reading-item\">\n          <p class=\"reading-num\">Dimension 3<\/p>\n          <p class=\"reading-title\">Defensibility under in-depth review<\/p>\n          <p class=\"reading-body\">If an unannounced inspection takes place tomorrow on one of the five campuses, can the structure produce, within the day, the documents demonstrating that each of its declarations remains valid and each of its certifications remains defensible? In the observed structure, defensibility varies by campus. Three sites can withstand the review. Absorption capacity measures accumulated institutional depth. In the observed structure, depth is lower than exposure surface.
