This is an incomplete reading of the device.<\/p>\n    <p>The RNCP is a register established and maintained by France Comp&eacute;tences. It registers professional certifications whose value of use is recognised on the labour market (Article L. 6113-1 of the French Labour Code). Registration is granted for a maximum of five years, then must be renewed (Article L. 6113-5). Registration does not validate institutional defensibility. It validates a documented file at one moment, and opens a five-year period during which the certifier becomes systematically legible to France Comp&eacute;tences.<\/p>\n    <p>This legibility was reinforced by Decree n&deg;2025-500 of 6 June 2025, taken for the application of Article L. 6113-10 of the Labour Code. It strengthens the powers of France Comp&eacute;tences in terms of control on documents, requests for additional information from the certifier, and follow-up on commitments made at the time of registration. Article R. 6113-8 specifies the procedures for transmission of information.<\/p>\n    <p>What the RNCP reveals is therefore not the quality of the initial file. It is the capacity of the certifier structure to support, over five years, what it has committed to. It reads the certifier through the certifications it holds, the cohort outcomes, the partnership networks, and the documentary continuity. What is examined is the gap between what was committed at the time of registration, and what is actually delivered over the five-year cycle.<\/p>\n    <p>Four sources are now cross-referenced systematically. The initial registration file, which sets the perimeter of commitments. The follow-up data, which the certifier transmits during the registration period. The professional integration evidence, which France Comp&eacute;tences may request at any time. And the public communication materials of the certifier and its partners, which establish what is announced beyond the certification itself.<\/p>\n    <p>The reading is not hostile. It is structural. It does not judge the certifier&#8217;s intent: it examines whether what was committed at the time of registration is actually delivered, and whether the structure remains capable of delivering it in the future. The craft of certification engineering is exercised by other actors, specialised. Arch&eacute; reads something else: the <strong>defensibility<\/strong> of the certification that the certifier projects to register, or continues to hold. It determines whether the structure can hold up under France Comp&eacute;tences reading for five years, and whether the future renewal conditions are compatible with the institution&#8217;s trajectory.<\/p>\n    <p>The reading focuses on the four identified structural vulnerabilities: certifier governance and its <strong>assignability<\/strong>, integration evidence, partnerships and deployment, documentary continuity. For each, Arch&eacute; tests whether the structure supports what is, or what will be, exposed to the system. The verdict is delivered in writing: GO, NOT YET, or NO GO. In the case of a NOT YET, the minimum conditions for stability before exposure are identified.<\/p>\n    <p>This reading differs from any registration support service. It does not seek to register the RNCP. It determines whether the <strong>institutional architecture<\/strong> can support the RNCP that the structure intends to hold, and whether it can still support it at the time of renewal, in five years, under potentially tightened regulation.<\/p>\n    <p>The optimal time for an Arch&eacute; reading on an RNCP certification varies according to the trajectory. For a projected certification, the reading takes place before constitution of the registration file, in order to test whether the structure can support a five-year exposure duration.
