<!-- BLOC I -->\n  <div class=\"block fd f2\">\n    <span class=\"block-num\">I \u00b7 The concept<\/span>\n    <h2>What continuity refers to.<\/h2>\n    <div class=\"body-text\">\n      <p>Institutional continuity refers to the property by which an institution remains legible and defensible over time, beyond the people in place, funding cycles, and changes in governance. The term is rare in the vocabulary of educational management. It is central in the vocabulary of those who read institutions from the outside.<\/p>\n      <p>The notion is not an accounting one. It is structural. An institution may show thirty years of existence, a sound balance sheet, stable headcount, and still miss the question of continuity. Continuity cannot be inferred from time elapsed. It is read in a trajectory\u2019s ability to continue without the elements that carried it yesterday.<\/p>\n      <p>The gap between longevity and continuity is rarely perceived within institutions. It imposes itself from the outside. A ministry that contracts looks for what will survive the current leader. An acquirer who values looks for what would remain after the buyout. A funder who commits looks for what will hold beyond the cycle they initiate. In each case, the institution that has built its continuity presents a trajectory detachable from its current bearers. The one that has not built it presents a person, a moment, and a wager.<\/p>\n      <p>The reading of continuity is rarely formalised. It is conducted continuously by the State, evaluators, funders, and partners. Each of these actors seeks, at the moment they commit, what of the institution would remain if its current figures faded. If that part exists, the reading concludes positively, even before the substance is examined. If everything rests on reversible presences, the reading concludes negatively, whatever the present quality.<\/p>\n      <p>That is why continuity determines what follows. An institution whose continuity is legible can enter into a long-term relationship. An institution whose continuity is diffuse cannot, even when its substance is solid. The reading takes place before the substance has been examined.<\/p>\n    <\/div>\n  <\/div>\n\n  <!-- BLOC II -->\n  <div class=\"block fd f3\">\n    <span class=\"block-num\">II \u00b7 The four planes of continuity<\/span>\n    <h2>Continuity unfolds across four distinct planes.<\/h2>\n    <div class=\"body-text\">\n      <p>The House\u2019s doctrine distinguishes four planes of continuity. Each is necessary. None is sufficient on its own. An institution whose four planes hold is read over time. An institution in which just one plane rests on a reversible presence becomes, in the reading, an operation that has not yet proven it will last.<\/p>\n\n      <div class=\"layers-grid\">\n        <div class=\"layer-item\">\n          <p class=\"layer-num\">Plane 1<\/p>\n          <p class=\"layer-title\">Continuity of people<\/p>\n          <p class=\"layer-body\">What, of the institution, would survive the departure of its founding figures. It requires that authority, memory, and decision not be concentrated in a single head. A school carried by its founder alone is alive as long as he is there. It is not continuous. On the day he leaves, it does not transmit a function; it loses a man.<\/p>\n        <\/div>\n        <div class=\"layer-item\">\n          <p class=\"layer-num\">Plane 2<\/p>\n          <p class=\"layer-title\">Continuity of funding<\/p>\n          <p class=\"layer-body\">What, of the institution, would hold beyond the current resource cycle. It requires that the model not depend on a single, time-bound source. A balance suspended from a non-renewable grant, a patron, an exceptional cohort, reads as a reprieve. The next funder first reads what will remain when the current resource stops.<\/p>\n        <\/div>\n        <div class=\"layer-item\">\n          <p class=\"layer-num\">Plane 3<\/p>\n          <p class=\"layer-title\">Continuity of governance<\/p>\n          <p class=\"layer-body\">What, of decisions, would survive the renewal of the bodies that make them. It requires that orientations be documented, enforceable, and transmissible. A decision that exists only in the head of the person who made it disappears with them. Governance that leaves no trace transmits nothing to those who follow.<\/p>\n        <\/div>\n        <div class=\"layer-item\">\n          <p class=\"layer-num\">Plane 4<\/p>\n          <p class=\"layer-title\">Continuity of recognition<\/p>\n          <p class=\"layer-body\">What, of the relationship with the authority, is renewed over time. It requires a relationship that is contractualised, reassessed, and renewed. This is the form the State reads most precisely, because it has itself codified it. Recognition granted once is not continuous recognition. What matters is what is renewed after review.<\/p>\n        <\/div>\n      <\/div>\n\n      <p>The four planes do not compensate for one another. They are read together. A trajectory that holds on three planes but gives way on the fourth is not three-quarters continuous. It is, on the plane that gave way, illegible over time. The system reads what will not last.<\/p>\n    <\/div>\n  <\/div>\n\n  <!-- BLOC III -->\n  <div class=\"block fd f4\">\n    <span class=\"block-num\">III \u00b7 Why continuity determines the reading<\/span>\n    <h2>The reading takes place before the substance has been examined.<\/h2>\n    <div class=\"body-text\">\n      <p>Boards and leadership teams often wait for their institution\u2019s longevity to prove its continuity. That expectation is false. The reading is decided earlier, on another question: what would hold if the current bearers disappeared. Time elapsed does not answer that question. It sidesteps it.<\/p>\n      <p>An old institution whose everything still rests on its founder is less continuous than a recent institution whose trajectory is already detachable from its figures. Age reassures the one who carries it. It does not reassure the one who reads. What the outside reads is the transmissible part, not the accumulated part.<\/p>\n\n      <p class=\"pivot-mid\">Continuity is not told in the past tense.<br\/><strong>It is read in the future: what, tomorrow, would still hold.<\/strong><\/p>\n\n      <p>That is why a continuity failure is almost never a question of quality. The people who carry the institution are competent. The trajectory that links them to what will succeed them is often absent. Existence is proven. Transmission is not.<\/p>\n      <p>When this happens, the institution discovers the problem at the wrong time. A renewal is requested. A buyout begins. A partner enters into a long-term relationship. The institution responds with its current presences, its figures, its history. The system reads the absence of what would survive those presences. An institution that can name only what exists today is, in the reading, an institution with no legible tomorrow.<\/p>\n      <p>The cost of diffuse continuity is rarely paid at the moment it is read. It accumulates. A first reading concludes fragility. The institution adjusts and puts forward new proofs of duration. The next reading remains cautious, because the system has recorded the initial fragility. Rebuilding a continuity already read as diffuse takes academic cycles, not quarters. That timetable is rarely that of the operation that revealed the fragility.<\/p>\n    <\/div>\n  <\/div>\n\n  <!-- BLOC IV -->\n  <div class=\"block fd f5\">\n    <span class=\"block-num\">IV \u00b7 The French reading of continuity<\/span>\n    <h2>The State does not certify longevity. It contracts for duration.<\/h2>\n    <div class=\"body-text\">\n      <p>The French system has codified the reading of continuity with rare precision. The competent authority does not certify longevity. It contracts a relationship over time, then reassesses it before renewing it. This mechanism has a name: the qualification as a private higher education institution of public interest, and the multi-year contract on which it is based.<\/p>\n\n      <div class=\"legal-anchor\">\n        <p class=\"legal-anchor-eye\">French legal anchoring<\/p>\n        <p class=\"legal-anchor-text\">The public-interest qualification is reserved for non-profit structures: associations or foundations recognised as being of public utility, professional unions. It is not granted for an acquired duration. <strong>It is granted for the duration of a contract, and is renewed after evaluation.<\/strong><\/p>\n        <p class=\"legal-anchor-citation\">The institution having obtained the qualification [&#8230;] concludes with the State a multi-year institutional contract. This contract defines the conditions under which the institution carries out the missions of the public service of higher education, within the framework of disinterested management [&#8230;].<\/p>\n        <p class=\"legal-anchor-ref\">Education Code, Article L.732-2.<\/p>\n        <p class=\"legal-anchor-citation\">The first contract is concluded for a period of between one and five years. The contract is renewed under the same conditions for a period of five years after evaluation by the High Council for the Evaluation of Research and Higher Education.<\/p>\n        <p class=\"legal-anchor-ref\">Education Code, Article D.732-4.<\/p>\n      <\/div>\n\n      <p>The reading continues after signature. The contract is not a registration. It opens a relationship that the High Council reassesses before each renewal. What the State renews is not time elapsed. It is a trajectory that has held, and whose ability to hold again it verifies.<\/p>\n      <p>This is where continuity is decided: in the ability to pass through evaluation, not in the accumulation of financial years. An institution recognised once, but which can no longer demonstrate, at the time of renewal, that its trajectory holds beyond its original figures, is read as having lost its continuity. Recognition was acquired. Continuity has come undone.<\/p>\n      <p>The implication for international institutions entering France is direct. The State is not a registration counter. It is an authority of reading, over time. Its review begins at qualification and reopens at each renewal. An institution that has not built its continuity discovers the consequences at the moment a renewal is requested.<\/p>\n    <\/div>\n  <\/div>\n\n  <!-- BLOC V -->\n  <div class=\"block fd f6\">\n    <span class=\"block-num\">V \u00b7 The diagnostic question<\/span>\n    <h2>A question a board must decide before exposure.<\/h2>\n    <div class=\"body-text\">\n      <p>The House\u2019s doctrine proposes a single question that a board can use to test its institution\u2019s continuity. The question is simple. The answer rarely is.<\/p>\n      <p>If one were to remove today, without notice, the founder or figure who embodies the institution, the current funding cycle, the current governance body, and the person who carries the relationship with the authority, would the institution still hold\u2014and on what, precisely, would it hold?<\/p>\n      <p>An institution that can answer on all four has its continuity aligned. An institution that hesitates on one plane has continuity to consolidate. An institution that hesitates on two planes or more carries, by definition, a structural fragility that the first external reading will reveal. Fragility is not a management flaw. It is a question of architecture.<\/p>\n      <p>The diagnostic question is not used to note a weakness. It is used to anticipate the moment when that weakness would become visible without having been chosen. The House\u2019s doctrine holds that the architecture of continuity is built before exposure, not under it.<\/p>\n      <p>To anticipate, here, has a precise meaning. It is not about preparing answers in case questions arise. It is about building the trajectory so that what would survive the current bearers already exists, independently of their presence. A structurally continuous institution does not prepare its succession in urgency. Its succession pre-exists the question. It has always been there. The system, which reads it, finds what it expected to find.
