It examines an institution&#8217;s trajectory as one examines a hypothesis: not to formally validate it, but to establish whether it can survive contact with a given regulatory reality, institutional culture, and political economy.<\/p>\n\n  <p>It <strong>precedes the decision to enter, continue, or withdraw<\/strong>. It is neither an audit of the existing structure, support for execution, nor a validation of conformity. It does not seek to optimise a decision already made.<\/p>\n\n  <p>Determination establishes the conditions under which entry can be defended before it is exposed. It qualifies a trajectory in the specific framework \u2014 French, British, American \u2014 where the institution wishes to establish itself. It identifies what that framework is likely to read, what it will require, and what may remain opaque or contradictory.<\/p>\n\n  <p>It is an act of arbitrage, not insurance. It does not assume responsibility for the outcome on the institution&#8217;s behalf. Determination asks whether the contemplated decision can be institutionally sustained before it is executed. It questions sequencing: should this be built first or that? Is that responsibility assignable within the regulatory sense of the framework, or is it distributed, delegated, or abstract?<\/li>\n\n    <li><strong>Governance.<\/strong> Is there identifiable executive power? A capacity for decision-making that can be held accountable? Is there an identifiable authority with whom regulators and institutional partners can engage?<\/li>\n\n    <li><strong>Continuity.<\/strong> Does it depend on a single person whose departure would undo everything? Is there planned succession for key positions and a team that would survive the transition of a leader?<\/li>\n  <\/ul>\n\n  <p class=\"pull\">Determination tests these four dimensions to establish what the institution can hold under exposure.<\/p>\n\n  <h2>Its place in the discipline<\/h2>\n\n  <p>In educational diplomacy, determination is the central operational act. Every institutional entry begins with reading; determination is the moment when that reading becomes a <strong>verdict that is assignable, documented, and transmissible<\/strong>.<\/p>\n\n  <p>Determination does not remain implicit. It is written and can support the preparation of a board meeting or a partnership discussion, without replacing the documents and procedures required by regulation.<\/p>\n\n  <p>This is why it must precede entry: before signing the lease, making a public announcement, first formal contact with a regulatory body. Once these signals are launched, determination becomes corrective rather than protective. It reveals what must be corrected, reconstructed or documented retrospectively, but it has lost its greatest authority, which is to say: &#8220;wait, examine this first, before you commit.&#8221;<\/p>\n\n  <h2>Before exposure: the determined trajectory<\/h2>\n\n  <p>An institution that undergoes determination before public exposure gains three things.
