You think you have a school. France has not yet read you. And what France will read first is not what you think.<\/p>\n\n  <p>Three months after finding the premises, the foreign institution establishing in France usually believes it has crossed a threshold. The lease is signed. Construction is progressing. The first appointments have been announced. The opening calendar is taking shape. Everything suggests the school already exists.<\/p>\n\n  <p>It does not. Not yet. Not for the French framework.<\/p>\n\n  <p>An institution does not exist in France because it occupies a space. It exists when it can be read, governed, and assumed within a regulatory system that did not wait for your dossier to begin reading you.<\/p>\n\n  <div class=\"toc\">\n    <p class=\"toc-eye\">This reading addresses five questions<\/p>\n    <ul>\n      <li>Why France reads you before your formal dossier<\/li>\n      <li>What &#8220;having premises&#8221; does not prove<\/li>\n      <li>The three early readings the authorities perform<\/li>\n      <li>The difference between compliance and institutional readability<\/li>\n      <li>What turns premises into a school<\/li>\n    <\/ul>\n  <\/div>\n\n  <h2>The moment of the early reading<\/h2>\n\n  <p>The French regulatory framework, contrary to what its apparent weight suggests, does not work by formal trigger. It does not begin reading you on the day you file your declaration under Articles L.731-1 et seq. of the French Education Code. It reads you before.<\/p>\n\n  <p>It reads you when your press release announces a Paris opening. It reads you when your institutional website mentions a French address. It reads you when you publish the appointment of a campus director before that academic responsibility is assignable under the framework. It reads you when your first conversations with a Rectorat happen without a prepared architecture.<\/p>\n\n  <p>These early readings are constitutive of what follows. They shape what the authorities will later read in your formal dossier. They create documentary precedents that your application will need to catch up with, explain, sometimes reject. An institution that has not understood this arrives before the Rectorat with a dossier that already has to defend itself.<\/p>\n\n  <p class=\"aph\">What France reads first is not your dossier. It is what precedes it.<\/p>\n\n  <h2>What &#8220;having premises&#8221; does not prove<\/h2>\n\n  <p>A commercial lease signed for a campus in Lyon or Paris is, in property law terms, a solid legal act. For the French educational framework, it is nothing. It does not prove institutional capacity. It does not prove governance. It does not prove assignable academic responsibility. It does not prove the readability of your project under the regulatory references.<\/p>\n\n  <p>More precisely: a lease can become an <strong>institutional debt<\/strong>. It does when the signature precedes the architecture, when the walls constrain choices that should have remained open, when rental pressure forces academic decisions that a prior institutional reading would have sequenced differently.<\/p>\n\n  <p>Three consequences observed when the lease precedes the reading:<\/p>\n\n  <p>First, the choice of academic regime is constrained by the space rather than by the mission. An institution that should have begun with a small-scale executive format finds itself locked into an undergraduate dimensioning because the building imposes it.<\/p>\n\n  <p>Second, the calendar becomes a tyrant. Rent runs. The authorities, themselves, take the time they take. The financial pressure pushes the institution to communicate before being readable, to recruit before having authorisation, to open before being defensible.<\/p>\n\n  <p>Third, the image projected by the address sometimes contradicts the mission. A technical school established in the Paris eighth arrondissement, a public governance institution backed onto a peripheral shopping centre: these territorial dissonances are readings the authorities make silently, but which weigh on the reception of the dossier.<\/p>\n\n  <h2>The three early readings the authorities perform<\/h2>\n\n  <p>Before formal examination, three readings take place. They are written nowhere. They are structurally constitutive.<\/p>\n\n  <h3>Reading 1: the reading of the public signal<\/h3>\n\n  <p>Every public communication, press, social media, institutional website, professional conference, is read by the French system. The question the authorities silently ask is not &#8220;what have you announced&#8221; but &#8220;can you hold what you have announced under regulatory scrutiny&#8221;.<\/p>\n\n  <p>An institution that announces a Master&#8217;s degree before its RNCP positioning is built has created a gap between its communication and its structure. That gap is read. It becomes a fragility point that the formal dossier will have to address, even if it is not explicitly mentioned by the authorities.<\/p>\n\n  <h3>Reading 2: the reading of assignable responsibility<\/h3>\n\n  <p>The French framework does not receive an abstract academic responsibility. It receives the designation of a named individual, whose qualification, effective presence, and capacity to answer to the authorities are identifiable. This is not an administrative formality. It is a condition of structural readability.<\/p>\n\n  <p>The institution that has not yet identified and formally engaged this holder, or that delegates this responsibility to an abstract entity rather than to a named individual, is not readable. This holds whatever the quality of its academic project, its capital, or its international brand.<\/p>\n\n  <h3>Reading 3: the reading of territorial coherence<\/h3>\n\n  <p>France reads the address. Not only the city. The neighbourhood. The nature of the building. Its proximity to other educational or economic actors. Its correspondence with the stated mission.<\/p>\n\n  <p>A governance school five minutes&#8217; walk from an existing institution of the same kind can be read as complementary or as competing, depending on how the institutional architecture is presented. A technology-oriented institution far from the relevant industrial basins will be read as isolated from the economic fabric it claims to serve.<\/p>\n\n  <p>These readings are not verdicts. They are angles of reception. They shape the authorities&#8217; willingness to receive the subsequent dossier favourably.<\/p>\n\n  <p class=\"pull\">The French authority does not decide only on what you present to it. It decides on what it has already read of you.<\/p>\n\n  <h2>Compliance is not readability<\/h2>\n\n  <p>An institution can be compliant and unreadable. It can tick every box of a reference framework, produce every expected document, satisfy every technical criterion, and remain outside the field of what can be governed under French reading.<\/p>\n\n  <p>Compliance is a technical minimum. Readability is an institutional reading. A school that presents a complete safety register, a current accessibility certificate, up-to-date insurance contracts, but whose governance cannot be tied to a named individual, is compliant and unreadable. It satisfies the formalism and remains outside the framework.<\/p>\n\n  <p>This distinction is one of the most frequently ignored by foreign institutions approaching France. They prepare their dossier as one prepares a technical audit: fill in, comply, certify. The French framework does not read a dossier as an audit. It reads it as an <strong>institutional signature<\/strong>.<\/p>\n\n  <h2>What turns premises into a school<\/h2>\n\n  <p>What turns premises into a school, under French law, is not the occupation of the walls. It is <strong>institutional assignability<\/strong>.<\/p>\n\n  <p>Someone bears legally what happens at this address. Someone bears academically the delivery of qualifications. Someone bears financially the solidity of the structure. Someone bears publicly the coherence between what is announced and what is held. These four bearings must be identifiable, documented, defensible.<\/p>\n\n  <p>Premises become a school when everything that happens there can be <strong>defended under a signature<\/strong>. Not before. Even if the walls are magnificent. Even if the address is prestigious. Even if the opening is announced.<\/p>\n\n  <p>This defensibility under signature is not a quality acquired afterwards, by filling out a dossier. It is a structural property that must precede exposure. And which, once in place, makes institutional reading not only possible, but <strong>favourable<\/strong>.<\/p>\n\n  <p class=\"aph\">Premises become a school when they are defensible under a signature.<\/p>\n\n  <h2>The decision before the keys<\/h2>\n\n  <p>The determining moment of an educational establishment in France is not the signing of the lease. It is not the public announcement. It is not the filing of the dossier with the Rectorat. It is earlier.<\/p>\n\n  <p>It is the moment when the institution chooses, or not, to be read before being seen. The moment when it decides, or not, to engage an independent institutional reading that establishes, in writing, whether its structure can hold before exposure tests it.<\/p>\n\n  <p>For institutions that have signed nothing yet, this reading is protective. It preserves the reversibility of decisions. It sequences in the right order. It avoids premature commitments that will then constrain everything else.<\/p>\n\n  <p>For institutions that have already signed, this reading becomes corrective. It does not restore the lost reversibility. It reveals what must be caught up, restructured, redocumented, sometimes concealed, sometimes assumed, before the dossier is filed. It is more costly, but it remains useful.<\/p>\n\n  <p>In both cases, the reading precedes the next decision. It remains useful, but its arbitration margin narrows.<\/p>\n      <\/div>\n    <\/details>\n\n    <details class=\"faq-item\">\n      <summary>What does &#8220;assignable responsibility&#8221; mean in institutional terms?<\/summary>\n      <div class=\"faq-ans\">\n        <p>An assignable responsibility means that a named, identifiable, and qualified individual formally bears the charge in writing. This includes their name, their qualification, their effective presence in the institution, and their capacity to answer to the authorities that would examine the dossier. This responsibility must be traceable to that individual, not to an abstract entity or a distant delegation.
