The implicit HCERES-EESPIG framework, together with the ministerial instructions that accompany it, examines this proportion within the eighteen to twenty-four months following the funding round. Second, the <strong>coherence between the investor narrative and the academic narrative<\/strong> is now publicly examined. DGESIP, in the course of the EESPIG review, systematically cross-references investor materials with the academic documents filed. Third, the <strong>documentary traceability<\/strong> must be reconstitutable across the entire post-round period, with the same level of granularity required for the prior period. This requirement stems from the rectoral practice of continuous control and the in-depth review regime that follows any significant capital operation. Fourth, the <strong>leader&#8217;s personal commitment over time<\/strong> becomes an explicit reading criterion. Beyond the formal signature, the authorities measure the depth of the horizon of commitment, particularly with regard to Articles L.731-1 et seq. of the French Education Code, which ground the personal responsibility of the head of establishment.<\/p>\n      <p class=\"consequence-body\">These four requirements are not written in a single text. A miscalibrated speed.<\/h3>\n    <div class=\"body-text\">\n      <p>The observed structure is a French private higher education institution. Its academic trajectory is coherent. Its pedagogy is documented. Its governance is stable. Its leadership has, from the outset, held the expected qualifications. None of the classic structural fragilities appears in the initial reading.<\/p>\n      <p>At the beginning of the observation period, the structure closed a significant fundraising round with a major financial actor. The round was announced as an acceleration moment. The calendar plans for the opening of a new campus, the creation of two additional programme cycles, obtaining EESPIG status and registering three new RNCP titles, within a tight window.<\/p>\n      <p>The case is solid. Governance is competent. Resources are available. The structure appears, at first reading, in position to hold its ambition. <em>What raises the question is not the quality of the project. It is its speed.<\/em><\/p>\n      <p>The reading was conducted at the request of a board member, ahead of operational deployment, with a view to institutional validation of the planned sequence. The question posed was as follows: <em>is this trajectory institutionally defensible at the announced calendar, or must the sequence be modified before exposure?<\/em><\/p>\n    <\/div>\n  <\/div>\n\n  <!-- BLOCK 5 . What distinguishes them is their convergence on a single temporal axis. Yet complete filing requires a base of five closed fiscal years, consolidated indicators and a governance stability the structure does not yet possess at the moment of the public commitment on obtaining the status.\n          <span class=\"signal-anchor\">In an EESPIG review, this type of anticipated announcement exposes the structure to a reading of formal incompatibility by the ministerial commission.<\/span>\n        <\/div>\n        <div class=\"signal-item\">\n          <span class=\"signal-num\">SIGNAL 02<\/span>\n          <strong>Proliferation of RNCP filings without parallel internal review capacity.<\/strong> Three titles filed within a compressed window. Each filing mobilises a dedicated pedagogical team, a documented competency framework, a coherence with the existing offer. Internal simultaneous review capacity is significantly lower than the budgeted filing capacity.\n          <span class=\"signal-anchor\">In France Comp\u00e9tences practice, internal review load itself becomes an indicator of the filing&#8217;s seriousness.<\/span>\n        <\/div>\n        <div class=\"signal-item\">\n          <span class=\"signal-num\">SIGNAL 03<\/span>\n          <strong>Campus opening announced before stabilisation of academic leadership.<\/strong> The academic leadership envisaged for the new site is not yet appointed. The profile matching the requirements of Articles R.731-1 et seq. of the French Education Code is rare. Its search is documented as taking an average of nine to twelve months.\n          <span class=\"signal-anchor\">The Rectorate, under the control it exercises over campus openings, reads this absence as a signal of governance in becoming.<\/span>\n        <\/div>\n        <div class=\"signal-item\">\n          <span class=\"signal-num\">SIGNAL 04<\/span>\n          <strong>Public commitment to recognitions whose review depends on the authorities&#8217; calendar.<\/strong> Communications produced for investors and the student market present precise milestones on EESPIG, RNCP and accreditations. These milestones assume a positive response from the authorities within time windows that depend on their own calendars, not on the structure&#8217;s calendar.\n          <span class=\"signal-anchor\">The authorities&#8217; calendar admits neither acceleration on request, nor contractual negotiation.<\/span>\n        <\/div>\n      <\/div>\n      <p>Taken together, these signals indicate that the trajectory is not wrong. <em>It is compressed.<\/em> The compression stems from the application of a capital calendar to a project whose object is institutional. The structure can reach its milestones. It cannot reach them within the announced timeframe without accepting to produce public gaps between what is declared and what is demonstrable.<\/p>\n    <\/div>\n  <\/div>\n\n  <!-- BLOCK 6 . It arbitrates coherence over time. Four temporal dimensions were applied to the reading of this structure.<\/p>\n      <div class=\"reading-grid\">\n        <div class=\"reading-item\">\n          <p class=\"reading-num\">Dimension 1<\/p>\n          <p class=\"reading-title\">Speed of institutional absorption<\/p>\n          <p class=\"reading-body\">The system measures a structure&#8217;s capacity to transform, into internal practices, a financing received or an expansion decided. This transformation takes time. In the observed structure, the pace of internal transformation is slower than the pace of announced deployment. The gap, projected over eighteen months, becomes readable before the term.<\/p>\n        <\/div>\n        <div class=\"reading-item\">\n          <p class=\"reading-num\">Dimension 2<\/p>\n          <p class=\"reading-title\">Coherence of parallel narratives<\/p>\n          <p class=\"reading-body\">The system confronts the narratives produced for different audiences: students, investors, authorities, academic partners. The faster the structure communicates, the more these narratives diverge. In the observed structure, two divergences are already documented between the investor deck of the fundraising round and the student communication of the last semester.<\/p>\n        <\/div>\n        <div class=\"reading-item\">\n          <p class=\"reading-num\">Dimension 3<\/p>\n          <p class=\"reading-title\">Documentary traceability reconstitutable under pressure<\/p>\n          <p class=\"reading-body\">A significant fundraising round attracts an in-depth review at the following round. The system anticipates this review. It observes, from today, the structure&#8217;s capacity to reconstitute a complete documentary traceability over the last twenty-four months. In the observed structure, this capacity exists for the pre-round period. It weakens for the post-round period.<\/p>\n        <\/div>\n        <div class=\"reading-item\">\n          <p class=\"reading-num\">Dimension 4<\/p>\n          <p class=\"reading-title\">Personal commitment over time<\/p>\n          <p class=\"reading-body\">The system reads a leader&#8217;s signature against their actual horizon of commitment. A signature covering a three-year mandate weighs less, in institutional arbitration, than a signature committing the leader for ten years. In the observed structure, the exit horizon envisaged by the financial shareholding is shorter than the horizon of institutional commitment required to obtain the announced recognitions.<\/p>\n        <\/div>\n      <\/div>\n      <p>These four dimensions converge on the same finding.
