Opening an international school in France is not a pedagogical project. It is an institutional test.
France attracts the most ambitious institutions : more than 400,000 international students every year, a stable recognition framework, a predictable regulatory grammar. Yet a significant proportion of international schools that open never reach their first institutional threshold.
The cause is rarely pedagogical quality. The cause is almost always an incomplete reading of what France examines in the first instance.
The status decision that determines everything else
The first structuring decision concerns the legal status of the institution. SAS, SARL, SCIC, association : each status entails different obligations, controls, and tax regimes. The choice directly impacts governance, taxation, the possibility of reinvesting or distributing profits, and the perception by institutional partners.
This decision precedes all others. Modifying a status once the school is in operation costs significantly more than arbitrating it upstream.
Beyond legal status in the strict sense, two mechanisms are frequently confused with a status, incorrectly :
- EESPIG (Établissement d’enseignement supérieur privé d’intérêt général) is a ministerial label, not a legal status. It is obtained after recognition of a non-profit associative or foundation-based model.
- State recognition (reconnaissance d’État) is a distinct procedure, granted after several years of operation. It rewards an already-proven trajectory, it does not establish one.
Confusing legal status and institutional label is a frequent error of international projects. This confusion reaches French partner institutions and undermines credibility from the very first exchanges.
Finding the right premises : a compliance factor before an attractiveness factor
The choice of premises is not a real-estate question. It is a regulatory question disguised as a real-estate question. Buildings must meet ERP (Établissement Recevant du Public) standards : fire safety, accessibility, hygiene, capacity. These requirements are verified by the town hall and the prefecture at the moment of the opening declaration.
Three elements must be anticipated from the very start of the property search :
- A change of designation for the premises, when they were not initially planned for educational use, requires a separate administrative authorisation.
- The accessibility upgrade for people with disabilities may generate significant works.
- The sizing must anticipate the foreseeable growth of cohorts over the first three years. An under-calibrated location forces either an early search for new premises, or an arbitrary cap on enrolments.
A property project built with experts in ERP regulation makes the procedure defensible at the moment of filing with the Rectorat. Without this anticipation, technical blocks can delay opening by several months.
The declaration to the Rectorat : the official threshold
Every private school, including international, must file a prior declaration with the Rectorat de région académique. This file is also transmitted to the mayor, the prefect, and the public prosecutor. These authorities have three months to oppose the opening, notably on grounds related to the morality of the director, security, or premises compliance.
The file includes at minimum :
- A declaration signed by three personally identified responsible persons
- The curriculum and the coherence of programmes with the announced level of teaching
- The list of teachers and verification of their qualifications
- The internal regulations of the institution
For schools operating outside the contractual public framework, a mandatory inspection takes place during the first year : pedagogy, compliance with the common educational base where applicable, administrative organisation, financial transparency.
A solid and well-documented file makes the procedure legible. An approximate file does not only slow validation : it signals to the administration that the project has not yet reached its institutional maturity.
Transverse regulatory compliance
Opening a school in France implies respecting several regulatory registers simultaneously : labour law (teacher contracts, working hours), obligations regarding the protection of minors when they are received, and GDPR for the management of learner data.
When the institution also offers continuing professional training for adults, it shifts into a distinct regime, articulated around the NDA (numéro de déclaration d’activité) and Qualiopi certification to access mutualised funding. These elements are operational tools, not institutional foundations : they intervene downstream, when the main academic model is already defensible.
The precise analysis of all applicable regulations, depending on the model and the audiences targeted, is a necessary step before opening. This work makes the trajectory defensible at the moment of a future inspection.
Local anchoring : the least documented dimension
Establishing a school in France is not played only in administrative files. Success also depends on territorial anchoring. Relationships with local authorities, associations, businesses, and partner institutions create the ecosystem in which the institution will be read.
A solid local anchoring produces three effects :
- It fluidifies administrative procedures, because local authorities recognise the institution as an identifiable partner, not as an anonymous file.
- It creates relays : internships, apprenticeship, philanthropy, cultural partnerships. These relays are the living proof that the institution is inscribed in its territory.
- It strengthens reputation with learners and their families : a school integrated in its territory is perceived as stable and durable, independently of its commercial promises.
A foreign institution that opens without local anchoring is not an institution. It is a branch. The distinction is read by the French regulatory ecosystem with the same precision as a signature.
France does not validate a school.
It recognises an institution that holds.
The institutional threshold to cross
Opening an international school in France requires more than a pedagogical vision or personal commitment. It is a test that is simultaneously strategic, regulatory, and systemic.
Without a fine reading of the French framework, a project can stall for several years, lose its credibility, or fail before even entering operation.
