France: the educational market that reveals an institution’s true maturity
Establishing your school in France is not a simple administrative procedure. It is a decisive entry into one of the most demanding education systems in the world, where every choice reflects the strength of your vision, the coherence of your governance and your institution’s real ability to integrate into the French landscape.
France welcomes institutions that are able to demonstrate rigour, depth and long-term ambition.
A regulatory framework of exceptional intensity
Rectorat authorisations, France Compétences, RNCP registration, Qualiopi compliance, ERP requirements: academic implantation in France relies on an institutional architecture that must be clear, admissible and fully aligned with your operational reality. Here, nothing is left to chance.
Academic standards that elevate your institution
The French educational system values precision: structured pedagogical engineering, qualified teams, a credible educational vision and a coherent institutional project. Entering France means lifting your model to the level of national expectations and demonstrating your ability to operate with the depth and integrity recognised by the French system.
A French seal of credibility that transforms your international reputation
Being recognised as a higher education institution in France reshapes the way your school is perceived. Your programmes gain legitimacy, your students become more attractive to global partners, and your institutional relationships strengthen in trust and stability. France becomes an international signal of seriousness, durability and the ability to meet one of the most respected educational standards in the world.
Why France is the most demanding educational ecosystem in the world
Entering France is not simply opening a campus. It means confronting your educational model with one of the most rigorous, structured and protective institutional frameworks in the world.
Every component of your project:governance, qualifications, quality assurance, safety and long-term vision is observed, evaluated and challenged.
Those who succeed are never the ones who improvise. They are the institutions that understand the French logic.
An expectation that goes far beyond compliance
Establishing your school in France is not about completing forms. Authorities assess the overall coherence of your project: vision, pedagogical model, governance, team quality, financial stability and local anchoring.
A filter of strategic maturity
Choosing your implantation model : Rectorat, RNCP, Qualiopi or a hybrid path reveals your ability to align ambition, regulation and operational reality.
A lever of global credibility
Recognition in France delivers a strong signal to students, families, partners and authorities: credibility, rigour and integration into a demanding and respected ecosystem.
Establishing your school in France becomes a strategic act: you are not seeking a simple foothold, you are anchoring your institution in one of the most demanding and high-impact educational ecosystems in the world.

The three models for establishing your school in France
Every institution has its own vision, pace and level of maturity.
The success of your implantation in France depends on selecting the model that truly aligns with your ambition, your educational offering and your institutional legitimacy.

Comprehensive Institutional Establishment in France
Entering France is not an expansion step. It is an institutional test that reveals the true maturity, governance and credibility of an educational institution. Our support transforms a complex system into a clear, admissible and strategically aligned architecture, guided by educational diplomacy.
Full Establishment in France (with RNCP application)
€60,000 – €70,000 excl. VAT
For institutions seeking a recognised, credible and durable presence in France. This investment covers the complete institutional structuring required to operate legally and convincingly within the French system: Rectorat pathway, RNCP engineering, governance alignment and operational compliance.
France + One European Country (Italy or Spain)
€90,000 – €130,000 excl. VAT
For institutions building a European footprint. We construct a unified academic and regulatory architecture between France and your second country delivering harmonised recognition, strategic positioning and multi-country compliance.
Because an institutional establishment requires precision, depth and diplomatic sensitivity, we accept only two international projects per quarter. This guarantees senior involvement, confidential guidance and impeccable institutional quality.
The seven obstacles that sabotage 62% of implantation projects in France
Establishing your school in France is achievable. But many projects fail not because of the regulatory framework, but because of a lack of strategy, anticipation and institutional understanding. These are the seven real causes that prevent even serious projects from succeeding.
Lack of strategy before filing
Most projects start with a file. Successful projects start with a diagnostic. Without a clear vision, the file becomes incoherent.
Choosing the wrong implantation model
Rectorat, RNCP, Qualiopi, hybrid model, partner campus. The biggest risk is choosing a model that does not match your institutional maturity.
Confusing compliance with legitimacy
A compliant file is not enough. Authorities assess the coherence of your project, governance, educational quality and local anchoring. Compliance is only one dimension.
Non-admissible Rectorat files
Most refusals stem from a lack of precision. Pedagogical objectives, teams, premises, governance, safety, strategy: everything must be impeccable.
Insufficient RNCP engineering
The RNCP requires robust engineering grounded in employment and competencies. Many projects fail due to lack of methodology and evidence.
Non-compliant premises or ERP
Safety, accessibility, insurance and compliance with construction regulations are essential prerequisites. Without a compliant ERP, the project is automatically blocked.
Underestimating institutional timelines
Rectorat, France Compétences, prefecture, city council, safety authorities… Establishing in France requires millimetric orchestration and a realistic timeline.
The Diligence Method. Educational diplomacy applied to France
Establishing your institution in France is not the act of submitting documents. It is the art of translating a vision into a recognised and credible institutional reality. The Diligence Method turns regulatory complexity into a clear, elegant and strategically orchestrated pathway.
Decoding your institution
We reveal the truth of your current model. Governance, programmes, diplomas, partnerships and expansion plans are analysed to understand your identity and the institution you are becoming.
Strategic alignment with France
We clarify your objectives. Recognition, visibility, employability, academic prestige or a European foothold guide the selection of the most relevant implantation model.
Regulatory architecture
We design the institutional framework that will support your presence in France. Rectorat, RNCP, France Compétences, Qualiopi and ERP compliance are integrated into your institutional DNA.
Institutional engineering
We co-construct the documents that give shape to your identity in the eyes of France. Institutional project, RNCP frameworks, internal policies and quality evidence are articulated in a precise and credible language.
Operational deployment
We structure the operational reality of your future French campus. Premises, safety, governance, processes and local ecosystem form a living institution, not a façade.
Steering and consolidation
Once authorisations are obtained, we stabilise your practices and prepare audits and expansion. France becomes a foundation for your European development.
The Diligence Method builds more than a file. It builds an institution capable of convincing France and expanding across Europe.

What your institution becomes after a successful implantation in France
A successful implantation in France is not an administrative milestone. It is a transformation that elevates your reputation, strengthens your academic authority and anchors your institution within one of the most demanding ecosystems in the world. France becomes a standard, a lever and a global signal of credibility.
A recognised and legitimate institution
Your school is officially identified by the French authorities and integrated into a rigorous academic framework. This recognition strengthens the trust of families, increases international attractiveness and enhances your institutional credibility.
A model ready to scale across Europe
A French implantation opens concrete development opportunities within the European Union. Your governance, pedagogical framework and operational processes become aligned with European standards. France becomes your strategic hub.
A durable competitive advantage
Only a minority of international institutions successfully establish themselves in France. Those that do gain a privileged status and benefit from prestige, enhanced student attractiveness and strong academic and institutional partnerships.
Establishing your school in France gives you more than a campus. It gives you a status, a strategic positioning and an institutional signature that strengthens your educational brand.

RNCP or RS: which pathway is right for your Business School in France?
The official recognition of a degree or professional certification in France is granted by France Compétences. Depending on your strategic ambition, two pathways shape your institutional positioning:
RNCP
• Registers your degrees (Bachelor, Master, MBA).
• Represents the French academic gold standard.
• Grants access to public funding (CPF, OPCO, regional funding).
• Increases attractiveness for French and international students.
• Essential for a credible and long-term academic implantation in France.
RS
• Certifies specific professional skills (digital, languages, leadership).
• Strengthens learners’ employability.
• Complements an RNCP program or enhances a continuing education portfolio.
• Does not award a degree level, but significantly boosts market positioning.
• Ideal for an agile, modular and skills-oriented strategy.
Diligence Consulting guides you in choosing the most relevant pathway, designs your RNCP/RS frameworks, and secures your submissions to France Compétences to ensure a compliant, coherent and fully recognised implantation in France.
Frequently Asked Questions: Establishing Your School in France
How can a foreign school open a campus in France?
Opening a campus in France requires choosing the appropriate implantation model: Rectorat authorisation, professional recognition through the RNCP, or the creation of a private higher-education institution under the “enseignement supérieur libre” status. Each model requires a solid file, aligned pedagogical engineering and full legal compliance (ERP, insurance, governance).
What are the requirements to be recognised by the Rectorat?
The Rectorat requires a file demonstrating your pedagogical project, compliant premises, teacher qualifications, academic governance, evaluation methods, fire safety and the alignment of your programmes with the French framework. No institution can obtain this authorisation without a rigorous pedagogical structure.
Can an international school award its own diploma in France?
Yes, but it cannot simply “transpose” a foreign diploma automatically. Delivering a diploma in France requires: recognition by the Rectorat, RNCP or RS registration for professional diplomas, or alignment with European qualification frameworks. Without this work, the diploma remains a private, non-recognised credential.
What is the difference between RNCP, Rectorat and accreditation?
The Rectorat belongs to the academic and higher-education sphere. The RNCP belongs to vocational training and competency-based recognition. Accreditations (EQUIS, AACSB, etc.) belong to the private sphere and international positioning. These are three different and complementary logics, depending on the school’s strategy.
How can a foreign degree be recognised in France?
France does not automatically recognise a foreign degree. It requires an equivalence or recognition procedure, with detailed presentation of the curriculum content, target academic level, workload, faculty qualifications and institutional coherence. Depending on the case, the institution may need to go through the Rectorat, France Compétences or a European framework.
Is RNCP registration mandatory to operate in France?
No. RNCP registration is not mandatory to operate. It is only required if you want your certifications to be publicly funded or recognised as national professional titles. Without RNCP, your school operates as an independent “enseignement supérieur libre” institution.
What facilities are required to establish a school in France?
Premises must comply with ERP standards and hold a valid fire-safety compliance certificate, accessibility for persons with reduced mobility, appropriate insurance, safety plans, mandatory registers, evacuation routes and visible instructions. Without a valid ERP status, no Rectorat will authorise the opening of the school.
What are the timelines for establishing a school in France?
Timelines generally range from 6 to 18 months depending on the model: Rectorat, RNCP, Qualiopi, ERP, pedagogical engineering, funding scenarios and team availability. A feasibility audit is essential to build a realistic schedule.
Does France accept foreign degrees in an RNCP application?
Yes, but only if the institution can demonstrate consistency between the foreign degree and the competency blocks required by France Compétences. The pedagogical engineering must be fully adapted to the French framework.
Can a school obtain Qualiopi certification before opening a campus?
No. Qualiopi cannot be obtained before demonstrating that at least one training action has actually been implemented. Authorities require concrete and traceable processes: a course must already have been launched and supported by operational evidence (learner convocations, delivery of training, evaluations, follow-up, quality procedures, documents provided, etc.). As soon as a first training course is underway, for example a French as a Foreign Language class, the audit can take place. Qualiopi certifies real practices, not intentions or purely theoretical procedures.
Can a school establish itself in France without being physically present?
No. France requires a real local presence: premises, academic leadership, governance, safety management and an identified team. “100% online” models are not sufficient for an academic implantation on French territory.
What is the ideal starting point for an implantation project?
A strategic feasibility audit. It identifies the relevant model (Rectorat, RNCP, Qualiopi), the risks, timelines, institutional requirements and the realistic trajectory of the project. It is the essential step before any operational decision.
What if France was not simply a market, but your institution’s moment of truth?
Establishing your school in France is not about opening a campus. It is entering a space where rigour is a language, where every decision reveals the depth of your vision, and where only institutions capable of aligning ambition, structure and responsibility are recognised.
France does not welcome fragile projects. It acknowledges those able to clarify their intention, assume their identity and embed their educational model within a narrative larger than themselves. This country demands coherence, depth and governance strong enough to meet national and European expectations.
At Diligence Consulting, our role is to be your institutional translator. We transform French complexity into strategic momentum, align your identity with national standards, and build the architecture that enables you not only to enter France, but to remain, to thrive and to expand from a position of legitimacy.
