The RNCP and the RS require proof. Competency frameworks, assessment traceability, governance stability and demonstrable outcomes must hold.
Recognition timelines rarely match optimistic financial projections. Sequencing protects authority and capital.

Three structural tensions
- Governance not structured for French law, academic responsibility not assignable to a local entity.
- Swiss legal regime not transposable as is, the Helvetic form could not carry a defensible French establishment.
- Recognition positioning not aligned with French law, grade and RNCP not compatible with the envisaged perimeter.
