When multi-site growth becomes institutionally illegible
Reading of a private educational structure whose commercial growth preceded its institutional structuring.
About the Readings of the House
The Institutional Readings form the public corpus of the House of Educational Diplomacy. Under rigorous anonymisation, they make visible the structures the House has read before exposure. Each Reading begins with a certainty the leader could hold, reveals the blind spot that completes its consequences, and delivers a doctrinal verdict on the defensibility of the observed structure. No identifying element is disclosed.

It is almost always incomplete.
II · The blind spot
The second campus does not merely create a new site.
It changes the very object of the institutional reading.
The first campus is read by the system as an operational experience. The second, however, is read as a declaration of structure. It establishes that the model is no longer a local situation. It is a reproducible trajectory. From that moment on, the system no longer assesses a school. It assesses a policy. And a policy is read with requirements different from those that validated the initial campus.
III · The consequence
What this really changes.
From the second campus onwards, four new requirements enter the system’s reading. None was required at the time of the first campus. None is publicly named. All become enforceable against the institution once the structure is read as a group.
First, academic governance must cease to be local. The Rectorate, under Articles R.731-1 et seq. of the French Education Code, expects a single, formally designated figure capable of committing the entire group. Second, declarative coherence is now examined at group level: an RNCP programme displayed in Lyon must be readable identically in Bordeaux or Strasbourg. This cross-reading is conducted by France Compétences under the continuous control regime set out in Article L.6113-6 of the French Labour Code. Third, documentary defensibility must be reconstitutable across the entire perimeter within the day, no longer campus by campus. This requirement stems from the rectoral practice of unannounced inspection and the continuous control regime that accompanies it. Fourth, institutional absorption capacity must be proportionate to the cumulative exposure surface. It is read implicitly during the EESPIG review by ministerial commissions and in the accompanying HCERES evaluations.
These four requirements are not written in a single text. They emerge from the intersection of the French Education Code, the administrative doctrines of the Rectorates, and the control practices of France Compétences. The system applies them. It does not announce them.
A question before the demonstration
Does your second campus already change the way your institution will be read?
A visible structure. Accepted growth. Assumed stability.
The observed structure is a French private education group. The programmes offered fall under post-baccalaureate higher education and continuing vocational training. The brand is recognised in its sector. Enrolment exceeds several thousand learners.
Over a few years, the group successively opened five campuses across several academies. Each opening was announced publicly. Management presents this growth as proof of the model’s solidity. Financiers read it as a positive signal. Successive boards of directors approved it.
The structure is technically declared. It holds professional certifications registered with the RNCP. It is Qualiopi-certified. It has engaged an EESPIG process. It communicates about this process as if it were secured. It is not. It is under review.
The reading was conducted at the request of governance, with a view to preparing for a capital movement planned in the medium term. The question posed was as follows: can the structure be read, governed and assumed within its current perimeter, or must it be restructured before exposure?
Four signals made visible the gap between the commercial trajectory and the institutional structuring.
None of these signals is, in itself, sufficient to justify an alert. None is identifiable in a classic financial reading. What distinguishes them is their accumulation. Together, they trace a trajectory that no longer holds its perimeter.
Taken together, these four signals indicate that commercial growth preceded institutional structuring by around twelve to eighteen months. The structure has the elements. It does not have the architecture that makes them assignable, defensible and coherent with one another.

Method note
The Readings of the House mobilise a stable grid of four dimensions. These dimensions are not a circumstantial intuition. They emerged, over the course of the readings conducted, as the invariants that explain the gap between a compliant structure and a durably defensible one.
The system does not assess a school the way a buyer assesses a target. It does not measure performance. It arbitrates coherence over time. Four dimensions were applied to the reading of this structure.
Dimension 1
Assignability of academic governance
Within the structure, the system looks for a clearly identifiable academic figure, formally designated, with the required qualifications. This figure must be assignable to a single French entity. In the observed structure, assignability is diluted: no single director meets, at group level, the conditions for designation. Governance exists. It is not assignable.
Dimension 2
Coherence between what is declared and what is demonstrable
The system confronts what the structure declares with what it can produce. The programmes announced, diplomas awarded and certifications displayed must correspond to the documents the structure can produce on request. In the observed structure, communication anticipates recognition. The gap between what is declared and what is demonstrable is documented. It is readable.
Dimension 3
Defensibility under in-depth review
If an unannounced inspection takes place tomorrow on one of the five campuses, can the structure produce, within the day, the documents demonstrating that each of its declarations remains valid and each of its certifications remains defensible? In the observed structure, defensibility varies by campus. Three sites can withstand the review. Two cannot under current conditions.
Dimension 4
Institutional absorption capacity
Faced with an unexpected question, adverse press, a partner withdrawal, a rectorate observation letter, can the structure absorb the event without contradicting itself? Absorption capacity measures accumulated institutional depth. In the observed structure, depth is lower than exposure surface. Absorption capacity would not withstand coordinated pressure.
None of these dimensions individually disqualifies the structure. Together, they define a position. This position is not absent compliance. It is weakened legibility.

Exposed structure
The observed structure shows commercial growth that preceded its institutional structuring by around twelve to eighteen months. Its legibility, at the date of the reading, is lower than its visibility. Its defensibility, under in-depth review, is not homogeneous across the entire perimeter. Its institutional absorption capacity is insufficient to withstand coordinated pressure.
The structure is not unsustainable. It is exposed. The distinction is essential.
Exposure, in the grammar of the system, always precedes unsustainability. It is the leading signal, not the conclusion.
An exposed structure can be brought back towards defensibility if the structural conditions are reconstituted within a time window that remains open. The observed structure is within that window. It is not there indefinitely.
Conditions for returning to defensibility
- Formal designation, at group level, of a single academic figure meeting the qualifications of the French Education Code
- Realignment of communication materials with the actual status of recognitions and certifications, through measured public correction
- Reconstruction of documentary traceability for the most exposed RNCP certifications, over a minimum period of twelve months
- Suspension of any new campus opening until the five existing campuses are stabilised
- Restructuring of communication anticipating EESPIG recognition, without devaluing the process itself
An exposed structure is not a lost structure.
It is a structure whose time for correction is running out.
