An institution often reveals itself through the words it uses. The House of Educational Diplomacy deliberately employs a distinct vocabulary. Because certain terms describe operations. And others describe institutional realities.
What follows is not a glossary in the conventional sense. It is not a reading aid. It is not a communication support. It is the semantic framework within which the House operates. Each term has been chosen for what it allows one to think, not for what it allows one to sell.
The international higher education sector relies on a vocabulary largely imported from consulting, marketing and management. This vocabulary is not wrong. It is simply unfit to describe what is at stake when an educational institution inscribes itself within a sovereign framework. The House of Educational Diplomacy has therefore forged, by necessity of arbitration, its own vocabulary. This vocabulary is shared here, because it is regarded as a common good.

The entire vocabulary of the House derives from a central concept, registered as a trademark because its precision warranted protection. Educational Diplomacy® is not a metaphor. It is a professional act.

Educational diplomacy designates the art of governing the institutional entry of an educational organization into a territory, a regulatory system or a sovereign academic space.
It does not consist in commercializing an educational offer. It does not consist in executing administrative procedures. It consists in rendering an institution legible, assignable and legitimate within an environment that does not belong to it.
Educational diplomacy precedes the operational. It precedes communication. It precedes exposure. It establishes the conditions under which an entry can hold before that entry is exposed.

Once the founding notion is set, the vocabulary of the House organizes itself around a central intuition : authorities, funders, platforms and partners do not receive an educational institution as a product. They read it. This reading precedes any formal decision. It determines what follows.

Institutional reading designates the implicit, continuous and structural analysis conducted by regulatory authorities, public funders, ranking platforms, academic partners and employers, when they evaluate the actual coherence of an educational institution.
This reading does not follow a formal grid. It is built from multiple signals : the sequence of public announcements, the identity of appointed leaders, the coherence across jurisdictions, the nature of commitments made. Institutional reading precedes the formal review of files, and it influences it. Certain trajectories become legible to national qualifications frameworks and accreditation bodies before any complete review has been conducted.

Institutional readability
Institutional readability designates the structural property of an educational institution that can be understood, governed and defended within a given sovereign framework, without internal contradiction or documentary surprise.
A compliant institution is not necessarily readable. Compliance is a technical minimum : ticking the boxes of a reference framework, producing the expected documents. Readability is a higher property : the structure can be read without requiring interpretive reconstruction.

Institutional determination designates the documented, motivated and assigned decision by which an institution establishes whether its structure can hold before exposure within a given sovereign framework. It is distinct from audit, which verifies compliance with an existing reference framework.
Determination produces a verdict in three positions : GO, NOT YET, or NO GO. It is the operational act of educational diplomacy. Institutional determination often precedes the formal regulatory review, and allows for arbitrating what deserves to be filed before what must be suspended.

Reading presupposes a structured object. The vocabulary of the House therefore distinguishes finely between modes of institutional existence, because not all presences are equal in the reading made of them.

Institutional establishment designates the inscription of an educational organization within a sovereign ecosystem, carried directly by a local legal entity whose directors are identified, qualified and assignable.
Establishment is distinct from presence : a brand may be present on a territory without being established there. It is also distinct from creation : creating a structure is an administrative act, establishing an institution is an act of territorial legitimation.

Academic sovereignty
Academic sovereignty designates the capacity of an educational institution to carry, in its own right and without delegation, its pedagogical choices, its accreditations, its regulatory responsibility and the delivery of its qualifications within a given sovereign framework.
An institution that delegates these functions to a local partner, even while retaining its brand, does not exercise academic sovereignty. It exercises an affixed presence.

Assignability
Assignability designates the property by which an institutional responsibility can be attached to a named, qualified individual capable of answering to the authorities that examine it. It unfolds across four dimensions : legal, academic, financial and public.
An institution whose four assignabilities are aligned is an established institution. An institution whose single assignability is partial or delegated is, by definition, an operation under banner.

An operation under banner designates a structure using the brand, name or reputation of an educational institution without fully carrying its legal, academic, financial and public responsibilities within the territory concerned.
The banner is what one sees. The operation is what actually takes place. When the two are dissociated, the displayed institution is not the operating institution. This dissociation is read by the authorities, even when it is never publicly formulated.

Notion of structure
Carrying institution
The carrying institution designates the educational entity that directly assumes, in its own name and under its own signature, the institutional responsibility of an academic operation : it decides, it commits, it answers. It is the actor that authorities identify as their legitimate interlocutor.
The term is distinct from the displayed institution, which may be only a brand affixed to an operation actually carried by a third party. In an institutional establishment, the carrying institution and the displayed institution coincide. In an operation under banner, they diverge.

Cross-border coherence
Cross-border coherence designates the capacity of an educational institution present in several jurisdictions to maintain an institutional silhouette that is legible and compatible from each of these jurisdictions, without structural contradictions between local positionings, governance or commitments.
This coherence is never formally audited. It is continuously read by authorities, funders and platforms. A dissonance between the French reading and the Italian reading, between the Spanish announcement and the German announcement, becomes an unfavorable signal, even when it is never explicitly stated.

Every institutional entry is governed by thresholds, exposures and commitments that unfold over time. The vocabulary of the House names these temporal dimensions, because naming them allows them to be arbitrated.

The institutional threshold designates the moment, act or decision from which an educational institution ceases to be reversible in its presence or its positioning. A lease signature, a public announcement, an official appointment, a first learner enrollment may constitute thresholds depending on the context.
The threshold is not always formal. It is sometimes symbolic. But once crossed, it can no longer be retracted.

Institutional exposure designates the set of public signals through which an educational institution becomes visible to a sovereign ecosystem : press announcements, public updates, displayed appointments, conferences, institutional communications.
Exposure is irreversible. Expansion may be suspended. Exposure, once emitted, is read, memorized and integrated by authorities, competitors and potential learners. It cannot be retracted.

Notion of institutional time
Institutional continuity
Institutional continuity designates the property by which an educational institution can be held, over time, to the commitments made at the moment of its entry within a sovereign framework. These commitments cover learners already enrolled, funders already engaged, authorities already addressed and academic partners already conventioned.
Institutional continuity is not to be confused with legal persistence. An entity may persist without institutional continuity being preserved. Continuity supposes that the commitments made at entry remain opposable, executable and defensible throughout the academic cycle. An institution that breaks with its initial commitments, whether through a change of brand, leadership, pedagogical model or legal structure, undermines its institutional continuity, regardless of the legality of these changes.
Together with defensibility and assignability, institutional continuity completes the doctrinal triptych of an institutional entry that can hold.

Defensibility under signature
Defensibility under signature designates the property by which an educational institution can be held, explained and justified by a named individual, under regulatory, fiscal, public or journalistic scrutiny, without having to reconstruct a posteriori a narrative of legitimacy.
An institution defensible under signature does not depend on the absence of scrutiny. It withstands scrutiny because its structure precedes its exposure. It can face a regulatory inspection, a fiscal audit, a parliamentary question, a journalistic investigation, without having to produce, in haste, documents that did not previously exist.
An institution is recognized by what it can sign. An operation under banner is recognized by what it cannot sign alone.
Defensibility is not compliance. Compliance ticks the boxes. Defensibility holds under pressure. It is the ultimate criterion of any serious institutional entry.

Certain notions of the House are anchored directly in positive law. They do not describe an institutional posture. They describe what the law retains.

Institutional opposability designates the property by which a commitment, an act or a declaration of an educational institution can be legally and structurally opposed to it by an authority, a funder, a learner or a partner. It supposes both the existence of an act (declaration, agreement, public communication) and the legal capacity of the recipient to invoke it.
Opposability is rarely chosen. It is observed. A school that publicly announces a qualification it has not yet obtained renders this announcement opposable. An institution that inscribes in its regulatory filings a device it does not actually deploy renders this discrepancy opposable. The authority, in the reading it conducts, retains what can be opposed to the institution.
Institutional opposability is the legal anchoring of institutional reading. What is exposed becomes opposable. What is opposable becomes determinative.

Strategic architecture designates the documented and coherent construction of the institutional structure of an educational organization entering a sovereign framework : governance, assignable responsibilities, exposure sequence, cross-border articulation, learner protection devices.
It is distinct from accompaniment, which follows execution. Architecture precedes execution. It determines what will be executable.

Institutional entry designates the structured act by which an educational organization inscribes itself within a foreign sovereign framework : territory, regulatory system, academic space. It supposes a prior reading, a stable architecture and an assigned assignability.
It is distinct from international development, which designates a commercial growth across borders. Development multiplies presences. Institutional entry establishes legitimacy. Within the European space, it supposes a reading compatible with national frameworks (France, Spain, Italy, others) and with the supranational articulations of the European Higher Education Area and the Bologna Process.

Sustainable trajectory
A sustainable trajectory designates the capacity of an educational institution to maintain, over time, a coherence between its economic model, its governance, its pedagogical commitments and its regulatory obligations. It supposes that resources, structures and commitments made can be held without internal rupture or critical external dependency.
A sustainable trajectory is not measured by accounting viability alone. An institution may be profitable and yet unsustainable, if its profitability rests on regulatory detachment, undocumented commitments or dependency on a single funder. It may be loss-making and yet sustainable, if its structure allows it to hold the academic cycle without renouncing its commitments.
It has become, in 2026, one of the structural criteria by which public funders and accreditation bodies read an institution before accrediting it durably.

What the sector says, what the House says
Each vocabulary installs a framework of thought. The House deliberately uses terms that describe institutional realities, not the commercial operations that cover them. The oppositions below are not semantic. They are doctrinal.
Doctrinal genealogy
This vocabulary was not designed for communication. It emerged from a practice of real mandates, conducted with international educational groups entering France and Europe. Each term was forged at the moment when the available vocabulary ceased to suffice in naming what was at stake.
When an institution announced its presence before having built its structure, and when the word “expansion” no longer sufficed to describe the difference between what was reversible and what was not, the term “exposure” emerged. When a foreign group occupied premises without institutionally existing in the eyes of French law, the term “operation under banner” emerged. When it became necessary to distinguish what a consultant does on an audit from what the House does, the term “institutional determination” emerged.
The words of the House did not precede the arbitrations. They emerged from them. That is why they hold.
This vocabulary is offered for reading, because it has been regarded as a common good. An institution does not need to engage the House to use these terms. It simply needs to understand that using them engages the thought they carry.
